I believe the answer is: urged to leave and found it difficult to make a living. Okies refers to the group of people that mostly consist of poor immigrants,that have to rely on farm-related jobs as their primary income. Dust bowls destroyed many of the agricultural crops in that season and make okies' live became very difficult.
